INTRODUCTION
The Bay Front Marina is located at 201 Main Street in Morro Bay, CA. The Bay Front Marina operates a 24 slip private marina with a fixed “L” pier in Morro Bay, California. The Marina property includes a small upland area containing 2 offices, a common area building and 10 parking spaces. Access to the Marina is off Main Street and down Sand Piper Ct.

EMERGENCY RESPONSE EQUIPMENT
The Bay Front Marina owns the necessary equipment to contain a small hazardous materials spill or other similar accident. All spills requiring special boom materials should be immediately reported to the Morro Bay Harbor Master.
Below is a list of equipment at the Bay Front Marina and:

Located in the yellow drum in the laundry shed on the “L” pier
THE MARINA PIERS DESCRIPTION
The slips at the Bay Front Marina are wooden floating slips, stabilized by a mix of wood and metal piles. The decking on the floating slip system is treated lumber. The floatation system is made up of black, sealed, polypropylene “tubs” arranged under and affixed to the floating dock structure.
There are 23 slips with additional boat ties at the end of slip 23, and on the upland side of the southern walkway.
The ”L” pier is a fixed wooden pier stabilized by a mix of wood and metal piles.The decking on the pier is treated lumber.The “L” pier contains a laundry shed with a washing machine and clothes dryer.There are boat tie ups on the west leg of the L as well as both the northern and southern side of the pier.
Electrical Power:
Electrical power is controlled from 2 main panels 1 located at the bottom of Sandpiper Ct. on the south wall of the building and 1 located behind the southern most building.They remain unlocked.
Evacuation and Fire Fighting Equipment:
There is a single by foot evacuation route at the Bay Front Marina that is via the Sandpiper Ct. In the event of an emergency requiring evacuation, if this route is not available, departure by a vessel located at a minimum of 100’ from the incident is recommended. Boats within the 100’ area should not have their engines started to be moved.
The 3 Fire extinguishers are located at the following:

On the west facing wall of the northern building, between the 2 marina bathrooms

On the west facing wall of the southern building

On the laundry shed building on the “L” pier

FIRE EMERGENCY PLAN
BOAT FIRES AT THE PIER
PERSON DETECTING THE FIRE ANNOUNCES “I AM IN CHARGE”.
Immediately assign a particular person to call 911.
CALL THE FIRE DEPARTMENT – DIAL 911
Give the following information:
“This is ____your name___ at the BAY FRONT MARINA, 201 Main Street in Morro Bay. The Marina telephone number is (805) 776-3660. We have a BOAT FIRE ON A PIER (Identify which pier).
Describe the size of the boat and type: power or sail.
Describe the severity of the fire and if other boats are near the fire.
LIFE SAFETY:
-
Remove any injured persons away from the fire area IF THERE IS ANY FURTHER DANGER TO THEM FROM THE FIRE.
-
Shut off electrical power.
-
Evacuate boat owners and guests from affected Pier.
-
Assign a person to man the driveway to direct incoming fire crews to appropriate area.
-
Secure any burning boats to the dock – ONLY IF THIS CAN BE DONE SAFELY.
ENVIRONMENTAL SAFETY:
-
Call the Morro Bay Harbor Patrol
-
Locate fuel and oil spill containment and clean up equipment and deliver to the fire site.
-
Use fuel and oil containment equipment (booms) to contain any spilled fuel – ONLY IF THIS CAN BE DONE SAFELY.
FOLLOW UP:
Once the area and event are properly secured perform follow-up procedures:

GENERAL RESPONSE FOR ALL EMERGENCIES
PERSON FIRST DETECTING ACCIDENT OR FIRST NOTIFIED OF INCIDENT:
Determine severity and if authorities need to be immediately contacted.
IF AUTHORITIES ARE REQUIRED:

Person in charge announce that they are “in charge”
-
Appoint one person to call authorities and instruct that person to direct emergency crews to the appropriate area when they arrive.
-
Clear the area of by-standers
-
Stay on site until authorities arrive.
DO NOT MOVE OR ASSIST A VICTIM THAT MAY BE INJURED.
IF AUTHORITIES ARE NOT REQUIRED:

AUTOMOBILE ACCIDENT
IF THERE ARE ANY INJURIES OR DAMAGE TO PROPERTY CALL 911 IMMEDIATELY
EMERGENCY SITUATION:

First person on site call 911 immediately.

Provide the operator with the pertinent information.
-
Go to the scene of the accident.
-
Clear the area of spectators.
-
If there are injured victims, do not move a victim, emergency crews will do so.
-
Stand watch for emergency response.
-
Assist as necessary.
NON-EMERGENCY SITUATION:
-
The first person on site is in charge and should remain calm and unbiased to diffuse any possible tension or confusion that may ensue.
-
As soon as reasonably possible contact the marina owner.
-
Attempt to quickly disperse the public to lessen the appearance of a “scene”.
BOAT FIRE AWAY FROM THE PIERS & MARINA
If you witness a boat on fire away from the Marina, dial 911.
BOAT SINKING IN THE MARINA
PERSON FIRST DETECTING SINKING OR SUNK VESSEL:
Notify Morro Bay Harbor Master, the US Coast Guard and the Marina Owner (only after notifying the first two.
– DO NOT ATTEMPT TO BOARD VESSEL.
Give the following information:
“This is ____your name___ at the BAY FRONT MARINA, 201 Main Street in Morro Bay. The Marina telephone number is (805) 776-3660. We have a BOAT SINKING/SUNK ON A PIER (Identify which pier).
Describe the size of the boat and type: power or sail.
Describe the location of the boat and the status.
LIFE SAFETY:
-
Shut off electrical power.
-
Determine if any persons are onboard vessel and provide assistance to offboard if possible.
-
Evacuate boat owners and guests from affected Pier.
-
Assign a person to man the driveway to direct incoming emergency response crews to appropriate area.
ENVIRONMENTAL SAFETY:
-
Call Harbor Master to report a sunk boat spill
-
Locate fuel and oil spill containment and clean up equipment and deliver to the site.
-
Use fuel and oil containment equipment (booms) to contain any spilled fuel – ONLY IF THIS CAN BE DONE SAFELY.
FOLLOW UP:
Once the area and event are properly secured perform follow up procedures:

BOATING ACCIDENT
IF THERE ARE ANY INJURIES OR DAMAGE TO PROPERTY CALL 911 IMMEDIATELY
EMERGENCY SITUATION:

First person on site is in charge and should call 911 immediately, followed by a call to US Coast Guard and/or Morro Bay Harbor Master
-
Provide the operator/USCG/Harbor Master with the pertinent information.

If near shore, clear the area of spectators.
-
If there are injured victims, do not move a victim, emergency crews will do so.
-
Stand watch for emergency response.
-
Assist as necessary.
NON-EMERGENCY SITUATION:
-
The first person on site is in charge and should remain calm and unbiased to diffuse any possible tension or confusion that may ensue.

BOMB THREAT
ACTION TO TAKE IMMEDIATELY
-
Evacuate the threatened area and do not allow anyone to re-enter once the area is cleared.
-
Call 911 immediately. Provide operator with all necessary information.

Stand watch for emergency response.
ACTION TO TAKE IF TIME ALLOWED WHILE TALKING TO PERSON MAKING THE THREAT
Ask the caller the following questions and write the answers for future reference:
When is it going to explode?
Where is the bomb right now?
What kind of bomb is it?
What does the bomb look like?
Why did you place the bomb in this location?
Record the exact words of the caller.
DOWNED POWER LINES & NATURAL GAS LEAK
CALL 911 and then:
(Gas) Southwest Gas – (877) 860-6020
Or
(Electric) PG&E – (800) 743-5000.
ALL DOWNED POWER LINES AND GAS LEAKS SHOULD BE CONSIDERED SERIOUS. POWER LINES SHOULD BE PRESUMED ENERGIZED.

If possible, cordon off generous area around any downed wires or suspected leak area.
DROWNING REPORT

Call 911 immediately. Provide operator with all necessary information.

Stand watch for emergency response.

Attempt rescue only if considered safe for rescuer and proper safety equipment is used. Bring floatation device if rescue is attempted.

Assist emergency response as necessary

“It is this marina’s policy to comply with any demands made by a person attempting to rob this business. No attempts are to be made to safeguard property or money if there is any risk of physical harm to anyone; safeguarding life is the primary concern.”

When safe, call 911. Provide operator with all necessary information.

MEDICAL EMERGENCY

Call 911 immediately. Provide operator with all necessary information.

Stand watch for emergency response.

If immediate assistance by a trained person is available provide assistance. Do not move victim unless absolutely necessary.

SLIP AND FALL INCIDENT
All slip and fall incidents are considered serious and should be treated as such. If a medical emergency exists due to a slip and fall, follow the guidelines for Medical Emergency.
Non-emergency response:
Upon determination of severity of situation, contact the proper parties, including police or emergency response personnel, if necessary.

Call 911 immediately. Provide operator with all necessary information.
